Mr. Jacques Le Mercier is the founder of Novotec. He was born in France and mastered as an Engineer in Paris in 1970 from the “Ecole Nationale des Arts et Metiers”, one of the ten top prestigious “Grandes Ecoles” in France.
Mr. Jacques Le Mercier worked about ten years for Contractors in the Petroleum Industry (Pipelines, Treatment Plants), and the food processing industries (Breweries) in Indian Ocean area (Reunion Island and Madagascar),’ Middle-East (Iran) and West Africa (Ivory Cost, Cameroon). Then Jacques Le Mercier joined the Educational Sector as Lecturer in University (University of Science and Technology, Kumasi, Ghana) and later as trainer of University Lecturers in Laos (National University of Laos, Faculty of Engineering, before called INP) with projects financed by the French Ministry of Foreign Affairs as bilateral cooperation between two countries, for about 14 years (1980-1994). In 1994 Jacques Le Mercier started a private business in the field of consulting services putting in practice all the experience acquired in the fields of construction and training. Now Jacques Le Mercier is the General Director of Novotec and striving to continuously developing this company.

The founding principals of Novotec with 18 years of experience in South-East Asia, together with highly international experienced consultants and engineers can provide multi-disciplinary services at all stages of the preparation and implementation of projects, including identification , feasibility, preliminary and final designs, specifications, invitation to tender documents, working drawings, supervision of works and commissioning. During the year 2007, Novotec employed about 100 persons of whom more than two-third are engineers or highly specialized experts.
